Scott Giles, a resident of Shelburne, joined VSAC in 2003 as vice president of policy, research, and planning. He is responsible for strategic planning, career and education outreach services, VSAC’s oversight of the Vermont Higher Education Investment Plan, policy, research, public affairs, federal affairs, and marketing. Under Scott’s leadership, VSAC has initiated several nationally recognized college access programs and received a number of awards for innovative use of social marketing. Prior to joining VSAC, Scott worked on Capitol Hill as deputy staff director of the House Committee on Science and, before that, as a senior professional staff member for the Senate Committee on Health, Education, Labor, and Pensions. Scott also has experience as legislative director for U.S. House member Frank Horton (R-NY) and as a senior associate for Cassidy & Associates, a consulting firm providing government and public affairs services to colleges, universities, hospitals, and nonprofit organizations. Recognized as an expert in federal finance and higher education policy, Scott served as chair of the federal Advisory Committee on Student Financial Assistance. Scott holds a bachelor’s degree from St. Lawrence University and a master’s degree from the University of Virginia. He is working on his doctoral dissertation in ethics from UVA. Scott speaks extensively on bioethics and education and research policy, and is active in many civic and education organizations throughout Vermont.
