Mike Stuart, Vice President and Chief Financial Officer

Mike Stuart, a resident of Essex Junction, joined VSAC in 1994, initially serving in positions in default collections and loan compliance before moving to the functional area of treasury in 1999. He has served as vice president and chief financial officer since 2007. Mike oversees all of VSAC’s financial and facilities management functions. Finance activities include issuing and managing bonds, analysis and management reporting of VSAC’s education loan portfolio, loan program pricing, revenue projections, analysis and recommendation of borrower benefit programs, and analysis of guarantor financial performance. The accounting function involves loan-related activities, several state and federal grant programs, more than 125 scholarships, and Vermont’s 529 college savings program. Mike has participated in the issuance of more than $2.2 billion in VSAC bonds to support the education loan function and additional bonding to finance the construction of the corporation’s headquarters in Winooski. Mike received a bachelor’s degree in history from St. Lawrence University, a master’s in management and administration from Saint Michael’s College, and a professional certificate in financial accounting from Champlain College.

Tom Little

Tom Little, a resident of Shelburne and the town moderator since 2002, joined VSAC in 2002 as vice president and general counsel after serving many years as outside counsel. Tom handles a wide variety of VSAC’s legal services, including contracts, regulatory compliance, bond financing, and litigation. He also has responsibility for VSAC’s internal audit and risk management department and leads efforts to raise scholarship funds. Tom was an attorney with the Burlington firm Little, Cicchetti & Conard from 1980 to 2002 and is now of counsel to the firm. He was a member of the Vermont House of Representatives from 1992 to 2002, serving on the Fish & Wildlife, Ways & Means, and Judiciary committees, as well as on the Judicial Retention and Joint Fiscal committees. He has served on the following boards: University of Vermont, Shelburne Zoning, ECHO at the Leahy Center for Lake Champlain, Visiting Nurse Association, The Converse Home, Cathedral Square Housing Corporation, Vermont Center for the Book, and Snelling Center for Government. He has been chair of the District 4 Environmental Commission (Vermont’s Act 250 land-use permit commission for Chittenden County) since 2003. Tom is the chancellor of the Episcopal Diocese of Vermont, chaired the Lawyers Caucus of the National Council of Higher Education Loan Programs, and was a member of the Commission on the Future of Vermont’s Justice System. Tom received a bachelor’s degree from Bowdoin College and a law degree from Cornell University.

Scott Giles, a resident of Shelburne, joined VSAC in 2003 as vice president of policy, research, and planning. He is responsible for strategic planning, career and education outreach services, VSAC’s oversight of the Vermont Higher Education Investment Plan, policy, research, public affairs, federal affairs, and marketing. Under Scott’s leadership, VSAC has initiated several nationally recognized college access programs and received a number of awards for innovative use of social marketing. Prior to joining VSAC, Scott worked on Capitol Hill as deputy staff director of the House Committee on Science and, before that, as a senior professional staff member for the Senate Committee on Health, Education, Labor, and Pensions. Scott also has experience as legislative director for U.S. House member Frank Horton (R-NY) and as a senior associate for Cassidy & Associates, a consulting firm providing government and public affairs services to colleges, universities, hospitals, and nonprofit organizations. Recognized as an expert in federal finance and higher education policy, Scott served as chair of the federal Advisory Committee on Student Financial Assistance. Scott holds a bachelor’s degree from St. Lawrence University and a master’s degree from the University of Virginia. He is working on his doctoral dissertation in ethics from UVA. Scott speaks extensively on bioethics and education and research policy, and is active in many civic and education organizations throughout Vermont.

Pat Kaiser

A resident of Jericho, Pat Kaiser has worked for VSAC since 1986, currently holding the position of vice president of student services and information technology. In that capacity, he oversees the VSAC Resource Center, financial aid delivery and operations, customer relations, information technology, and integrated data and project management, ensuring that eligible applicants can access grants, scholarships, and loans from VSAC and that customers are supported throughout repayment of their loans. Pat is also responsible for the areas of compliance and claims and collections. He previously worked for the Cambridge, Massachusetts, public schools as assistant manager of financial operations and as an internal auditor; as a consultant for the Massachusetts Bureau of Employee Development in Boston; and for the University of Portland in Oregon and Carroll College in Montana. At the national level, Pat is active in the National Council of Higher Education Loan Programs, Education Loan Management, and the Student Loan Servicing Alliance. Pat has also devoted many years to the American Red Cross, now serving his second term as chair of both the Northern Vermont Chapter board and the Vermont New Hampshire Valley regional board. Locally, Pat has been involved in the Jericho Elementary and Poker Hill school boards. Pat has a bachelor’s degree from the University of Portland, master’s degrees from Loyola University of Chicago and Harvard University, and a certificate of advanced studies from Harvard.
